If you get this error message, it could be that your BDE (Borland Database Engine) is conflicting with another application on your workstation. You may have recently installed another Corel application (the Word Perfect Suite, for example).
Grab your latest CMS Installation CD-ROM and do the following on that workstation:
Double click My Computer | C: drive | Program Files | Corel. Then right click the Paradox Runtime folder and choose Delete (Yes, you're sure).
Double click My Computer | C: drive | Program Files | Borland | Common Files. Then right click the BDE folder and choose Delete (Yes, you're sure).
Follow the instructions at Workstation Installation and Setup to complete a Workstation Installation of People Products/Fund Accounting.
This will clear out that workstation and re-install it from scratch. Now you should be able to get back into CMS.
